Beef Meatballs and Vegetables Stew

 1 kg (2 lbs) ground beef
 Salt and ground black pepper
 1 large onion, peeled and sliced
 4 carrots, sliced 1/4 inch thick
 4 potatoes, peeled and sliced 1/4 inch thick
 1 can of 284 ml (10 3/4 oz) of tomato soup
 1 can of 540 ml (19 oz ) of tomato juice
 1/2 teaspoon of sugar
 1 cup cold water

Set the oven rack in the bottom or first third of the oven. Preheat the oven to 350 ° F.

Shape the ground beef into golf ball-sized balls and place side by side in a large 5 quart oven-safe pot.
